Linking our LNG projects to the market requires an unrelenting focus on safe and reliable transportation. Most of Chevron’s LNG production from Australia is committed under binding long-term agreements with major utilities in Asia, with the remainder sold on the Asian spot LNG market. Safe and reliable deliveries of LNG cargos helps meet our customer’s growing needs for power. More than 80 percent of Chevron’s Australian subsidiaries’ equity LNG from the Gorgon and Wheatstone projects is covered by sales and purchase agreements and heads of agreements with customers in the region. ADB’s cooperation with academic and research institutions covers a wide range of formal and informal aspects. The memorandum of understanding contains the working arrangements in implementing activities such as joint studies, projects, workshops, conferences, and exchange of information promoting industrial development for poverty reduction, inclusive globalization, and environmental sustainability.

About 600 million people have no access to electricity and 1.7 billion still lack improved sanitation. A huge amount of work still must be done with the new Sustainable Development Goals as important guideposts. While the speed and strength of its economic recovery surprised many, the region still faced daunting challenges and remained home to two thirds of the world’s poor and a growing problem of inequality. This increasing gap between the rich and poor focused ADB on the need to promote inclusive growth in the region. In 2009, ADB’s Board of Governors agreed to triple ADB’s capital base from $55 billion to $165 billion, giving it more resources to respond to the global economic crisis. Much more needs to be done to complete America’s long-overdue strategic pivot from the Middle East and Europe to Asia, but the AUKUS agreement is an excellent start.
With that in mind, the Australian dollar is likely to continue to trade on the basis of commodity prices, the health of major Asian resource importers, and its high-interest rates. Though the state of Australia’s economy should be a concern to Australians, it is unlikely that the Australian dollar will fade from importance even as the Chinese yuan becomes more significant in the region. Australia owes its popularity among currency traders to the 3 G’s – geology, geography, and government policy. Geology has given the company a wealth of natural resources that are in high demand, including oil, gold, agricultural products, diamonds, iron ore, uranium, nickel, and coal. Geography has positioned the company as a choice trading partner for many fast-growing Asian economies with nearly insatiable resource demands.
The regional cooperation strategy outlines how an ADB-defined region or subregion can work together to foster economic growth and cooperation. Takeshi Watanabe, the first President of ADB, combined idealism with practicality and toughness with compassion. Mr. Watanabe once likened ADB to “a family doctor” who tries to learn about the health of his many patients so he can help in their hour of need. Policies and targets were formulated, and regional surveys were undertaken to develop a fuller understanding of the social and economic conditions of ADB’s developing member countries. Under his leadership, ADB tripled its operations from $7.4 billion in 2005 to $21.57 billion in 2012 including cofinancing, formulated its long-term plans as set out in Strategy 2020, and carried out many internal reforms. In the wake of the second oil crisis, ADB continued its support to infrastructure development, particularly energy projects.
China’s businesses in the United States don’t fear using our impartial legal system to defend their rights – in fact, they’re frequently in court asserting claims against the United States Government. Our diplomacy is based on partnership and respect for each other’s interests. We don’t expect every country to have the exact same assessment of China as we do. We know that many countries – including the United States – have vital economic or people-to-people ties with China that they want to preserve. It’s about giving them a choice, so that, for example, the only option isn’t an opaque investment that leaves countries in debt, stokes corruption, harms the environment, fails to create local jobs or growth, and compromises countries’ exercise of their sovereignty.
ADB also expanded its Trade Finance Program, which supported $2 billion in trade, bolstered small and medium-sized enterprises, and protected jobs and industries in the most challenging markets. ADB supports projects in developing member countries that create economic and development impact, delivered through both public and private sector operations, advisory services, and knowledge support. The U.S. marine base in Okinawa has been politically controversial in Japanese politics for years. No one seems to be crazy about the idea of a few thousand foreign troops on their soil, and a handful of scandals regarding bad behavior by some marines has worsened the tension. Last year, the Japanese Prime Minister resigned after Obama pressured him to renege on his promise to close the Okinawa base. It doesn’t take much to make a Japanese prime minister resign, but it was a sign of how much tension the base brings into U.S.-Japan relations, an alliance that both countries badly want to keep positive for economic and military reasons.
Mitsuo Sato, ADB’s sixth President, oversaw a wide-ranging slate of reforms to strengthen the ability of ADB to respond to the needs of its developing member countries. Under Mr. Chino’s leadership, fp markets review several important ADB policies and strategies were approved. If Australia joins the U.S.-Japan-India coalition, it is more likely on the winning side. Aided by AUKUS—a strategic alliance of three major offshore powers in the North Atlantic, the North Pacific, and the hinge between the Pacific and the Indian Oceans—the combined coalition represents the winning geography’s core and arithmetic of our time’s great-power competition. Perhaps not coincidentally, all these powers are among the most committed to a rules-based international order. This is because to dominate all of the Rimland, one must first gain access to each of its most productive areas, and in this respect, a great power based on a productive offshore region has a decisive advantage over any power based on the Eurasian landmass. As history—or better, geography—has it, the only global hegemons the world has ever known are the United Kingdom and the United States.
And we’re diversifying our force posture and global footprint, fortifying our networks, critical civilian infrastructure, and space-based capabilities. We’ll help our allies and partners in the region with their own asymmetric capabilities, too. The President also took part in the leaders’ summit of the Quad countries – Australia, Japan, India, the United States. Since he convened the first leaders’ meeting last year, the Quad has held four summits. This week, it launched a new Indo-Pacific Partnership for Maritime Domain Awareness, so our partners across the region can better monitor the waters near their shores to address illegal fishing and protect their maritime rights and their sovereignty. We don’t seek to block China from its role as a major power, nor to stop China – or any other country, for that matter – from growing their economy or advancing the interests of their people. Over the last year, the Biden administration has developed and implemented a comprehensive strategy to harness our national strengths and our unmatched network of allies and partners to realize the future that we seek. China is also integral to the global economy and to our ability to solve challenges from climate to COVID.
In 1999—recognizing that economic development was bypassing many people in the region—ADB adopted poverty reduction as its overarching goal. In 1982, ADB opened its first field office—in Bangladesh—to bring operations closer to the people in need. Later in the decade, ADB began working with nongovernment organizations to help disadvantaged groups. ADB was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world. The US policy shift towards East-China was generally seen as a move to oppose the growing influence of China in the region. In the long term the United States has sought a policy of “soft containment” of China by organizing strategic partnerships with democracies at its periphery. While US alliances with Japan, Australia and India now form the bulwark of this policy, the development of closer US military ties to India has been a complex process since the collapse of the Soviet Union. While our policy has not changed, what has changed is Beijing’s growing coercion – like trying to cut off Taiwan’s relations with countries around the world and blocking it from participating in international organizations. And Beijing has engaged in increasingly provocative rhetoric and activity, like flying PLA aircraft near Taiwan on an almost daily basis. These words and actions are deeply destabilizing; they risk miscalculation and threaten the peace and stability of the Taiwan Strait. As we saw from the President’s discussions with allies and partners in the Indo-Pacific, maintaining peace and stability across the strait is not just a U.S. interest; it is a matter of international concern, critical to regional and global security and prosperity.
And all nations must transparently share data and samples – and provide access to experts – for new variants and emerging and re-emerging pathogens, to prevent the next pandemic even as we fight the current one. Unless we all do much more, much faster, the financial and human cost will be catastrophic. Plus, competing on clean energy and climate policy can produce results that benefit everyone. There’s simply no way to solve climate change without China’s leadership, the country that produces 28 percent of global emissions. The International Energy Agency has made clear that if China sticks with its current plan and does not peak its emissions until 2030, then the rest of the world must go to zero by 2035.
ADB also increased its support to social infrastructure, including projects involving microfinance, the environment, education, urban planning, health issues, and helping women and girls. Generally speaking, higher commodity prices create recessionary pressures in most developed economies. So when high resource prices lead traders to concerns for the health and growth sustainability of economies in Europe, North America, and Japan, the Australian economy usually looks healthier.
